The Impact of the Educational Technology State Block Grant
(NCLB Title II, Part D) within the US and Florida
The education technology state block grant (No Child Left Behind, Title II D) program that has been dramatically decreased in the proposed 2006 Labor, HHS Appropriations Bill directly supports NCLB and Florida's educational goals in three distinct ways:
- Closing the achievement gap by providing access of software, online resources, and virtual learning aligned to academic standards for instruction and learning. 74% of states report that they have EETT programs focusing on reading or writing, and 38% focused on mathematics.
- Supporting the development of highly qualified teachers by providing online courses, communities of practice, and virtual communication that ensure flexibility and access. (A minimum of $147 million of grant funds was dedicated to professional development during FY 04.)
- Enhancing data systems to ensure that educators can utilize real-time data to inform sound instructional decisions and ensure meet AYP. (78% of states report that they are using these technology funds for assessment, outreach to parents, and data-driven decision-making.)

Florida's Education Technology Block Grant Funding History
This proposed reduction of the federally funded program would have a detrimental affect on schools to meet the requirements of NCLB. In Florida, many school districts are just beginning to feel the detrimental effects of the 28% cut from the 04-05 budget levels. The Education Technology Block Grant is critical funding in Florida schools. The program:
- These funds serve approximately 74 Local Education Agencies, 158,624 teachers, and 2,589,805 students in Florida.
- To meet NCLB requirements, this funding targets low-performing students and increasing teacher quality in high poverty, high technology need districts.
The development of Florida's System for Technology Accountability and Rigor (STAR).
