“A wheel which contains and supports the various parts of the governor is keyed to the shaft. Two arms, having weights A A at the ends, are pivoted to the arms of the wheel at b b. The ends having the weights are connected to the collar on the loose eccentric C by means of rods B B.” —Derr, 1911
