People Gathered at a Gazebo outside City Hall and by South Bridge
City Hall is a white, wooden frame building, with a steeply-pitched roof. In the center of the roof, there is a large, fenestrated, square cupola. A large number of early automobiles have been parked on either side of wide, evenly-graded, dirt road. From the viewer's perspective, the far side of the road is lined with wooden poles that support electric wires. There is an octagonal gazebo, around which there is a gathering of people who are gazing out over the water.
